Operator staffing ratio and capacity planner

Licensed programs staff by age group ratios. Enter the children in each group and the ratio that applies in your province, and see the educators each group needs, your total staffing, and the spare places left in each room. Ratios below are editable defaults, not a statement of any province's rules.

Calculator

Enter the ratio your licence and province require for each age group. Group sizes and mixed age rules may also apply and are not modelled here.

Worked example

Infants 9 at a ratio of 3 children per educator need 3 educators. Toddlers 15 at a ratio of 5 need 3 educators. Preschool 24 at a ratio of 8 need 3 educators. Total: 9 educators for 48 children, with no spare places in any group. The calculator above is prefilled with these numbers. In this pure ratio model, a tenth infant would need a fourth educator, which shows how one enrolment can change a staffing plan. Ontario uses a different infant rule, 3 staff to 10 children, with group maximums, so an Ontario centre would not add a fourth educator at 10 infants.

How it works

Educators per group equals the children in the group divided by the ratio, rounded up to the next whole educator using an epsilon safe ceiling, so an exact fit never rounds up to one extra person. Spare places per group equal educators times ratio, minus the children enrolled. Break coverage, vacations, and sick days are not included, so most operators plan extra float staff on top of these minimums. In Ontario, the infant category is 3 staff to 10 children and group maximums also apply, which this simple ratio model does not capture on its own.

Estimates only. Ratios, group sizes, and staff qualifications are set by your province and your licence. This planner does not check compliance. Verify your requirements with your licensing office before hiring or enrolling.

Frequently asked questions

Why does one extra child sometimes add a whole educator?

Ratios are hard limits. When a group sits exactly at its ratio capacity, one more child crosses into the next block and needs another educator for that group. The spare places line shows how much room each group has before that happens.

Does this planner cover break and vacation coverage?

No. It calculates the minimum educators each group needs while children are present. Most operators add float or relief staff for breaks, illness, and vacations on top of these minimums.
